What is established
The addresses are Canadian-registered and one netblock is explicitly named for a Quebec facility. That is public, official and reproducible, and it is considerably better evidence than a marketing statement.
Why it is not verified
A registry record says who holds an IP range and what address they registered it under. It does not physically locate a server. For the OVH range the netblock name BHS7 is a direct reference to Beauharnois, which is about as strong as remote evidence gets. For the four Vultr ranges, a Toronto registration makes Toronto deployment likely but is an inference.
What would settle it
A hosting invoice or a written statement from OVH and Vultr naming the region for Navigator's specific servers. Either would move this to verified, and both are documents Navigator already receives.
Why it matters
Navigator offers Canada-based hosting as a feature for clients with PIPEDA or BC PIPA data-residency needs. A claim of that kind should be checkable, not asserted.
