## Why this claim exists

This is the knowledge base's test case for a comparative claim. It was chosen because the business would like to make it, because it is plausible, and because it is exactly the kind of statement that gets asserted without evidence. The point is to show a status other than "true".

## What we know

Navigator's 1993 start is supported (not verified). Among currently operating Kelowna agencies found, the earliest self-stated starts are 1996 (a founder's freelance work; the company itself dates to 2006), 1998 (two firms) and 1999 (three firms). Full table in the evidence record.

## Why it stays unverified

Three gaps, any of which could overturn it. First, Navigator in 1993 was a multimedia company; the year it built its first website is not documented, and the comparison is about web development. Second, no search of the BC Registry for dissolved Kelowna web firms from the 1990s has been done, so an earlier firm that later closed, or continued under another name, could exist. Third, the census only covers firms that are findable today; a one-person shop trading since 1994 would not appear.

## What would change the status

To **partially supported**: documenting Navigator's first website build year, and a registry search showing no earlier Kelowna web firm still in continuous operation. To **supported**: the above plus an independent party (a business journalist, the Chamber, an industry association) reaching the same conclusion using the published methodology. To **rejected**: any Kelowna agency with a documented earlier start and continuous operation.
